Lucas Vivier

Senior Energy Economist

Lucas Vivier is a Senior Energy Economist at the European Macro Policy Network (EMPN). He contributes to EMPN’s work on the economics of the energy transition, with a focus on electricity grids, market design, and infrastructure investment in Europe.

His research covers energy supply, demand, and grids, with a track record of publications in high-impact journals. He brings quantitative rigour to energy policy assessment through modelling and data-driven analysis. As a researcher, he has consistently sought to bridge the gap between research and policymaking. His work on residential energy efficiency directly informed the French administration on decarbonization strategy and subsidy calibration.

Prior to joining EMPN, Lucas worked at the World Bank (ESMAP) on power system planning across West and Central Africa, advising governments on electricity investment strategies. He also gained private-sector experience at Électricité de France (EDF), working on price forecasting and strategic planning, and at CVE North America, a solar developer in the United States.

Lucas holds a PhD in Economics from École des Ponts ParisTech (CIRED), an MSc in Energy Economics from Université Paris-Saclay (IFP School), and an engineering degree from CentraleSupélec.
